GENERAL:
Rules of FIDE and TCF will be applied;
2.
CATEGORIES-PARTICIPATION-APPLICATION
i.
License
checking will be made from TCF license system.
ii.
Entries
deadline: 28th August 2009 till 17:00.Apply to communication address
below. Entry fees: 35 USD (20 USD for all students). No fee for GM, WGM, IM,
WIM and titled Turkish players.

Tournaments
results will be send to FIDE for ELO calculations.
3.
TIE BREAKS:
i.
Median-Buchholz
-1, -2 (ascending), Sonneborn-Berger, greater number of victories will be
applied respectively.
ii.
Medals will be given for the
1st. 2nd. 3rd. with the tie breaks mentioned above.
iii.
Money
prizes, in cases of a tie of two or more participants, will be divided equally.
4.
APPEALS:
Committee evaluates the problems in question according
to the FIDE Rules. Appeals must be made within the 15 minutes after the game
has finished. Appeals must be made in written to Chief Arbiter. 35 USD must be
enclosed with the appeal.

to FIDE Chess Rules 6.6 , the late arrival length is 30 minutes.
ii.
According
to FIDE Chess Rules 9.1.a the minimum number of moves in 30.
iii.
All of the participants are regarded as they read
and fully accepted the conditions of the tournament and cannot claim they do
not have knowledge about the issues
indicated in the regulations.
iv.
Electronic
devices and cell phones will not be taken into tournament hall.
